I guess it depends on whether you think that these tax cuts actually fueled the recent recovery from Bush's first term. I personally believe that the recent housing bubble had a lot more to do with that 'recovery' than the tax cuts. For the middle class, who by and large put that tax relief back into the economy, the amount was so small as to not significantly impact growth. The rich just find some tax free shelter for the windfall - or maybe donate it to Republican politicians who support the repealing of estate taxes. THAT would really impact their bottom line.
