This is basically a high efficiency gas furnace/hot water heater/ generator, right?

Could be a good idea, although it sounds awful expensive. Maybe they will get cheaper (at least in real terms) over time. If gas prices don't climb too much than maybe these things will come to make sense in many cases. OTOH natural gas prices could easily go up.

Through efficiency gains, a Climate Energy system cuts carbon-dioxide emissions for electricity used in the home by 40 percent, company officials say.

That would depend on how the electricity is generated in that area. If its from a nuclear or hydroelectric generator than more CO2 will be created by the CHP. If its from burning coal (the biggest source of electricity in the US) then the 40% figure could be accurate.
