Only people who have as their most important criteria, the same ones that go in to congresses rating.

But it might mean at least a little to a lot of people and that can add up to something important.

I don't think congress will vote for such a system unless there is a huge groundswell behind it. I think most of them don't want to rate other congressmen publicly, or be rated by their peers. If such a system ever does become a major issue on the political agenda, you would have to watch very closely to make sure that congress doesn't pervert it somehow.
