>>Actually China put tariffs on the export of most/all? base metals and lowered tariffs on imports!<<

You CANNOT be MORE wrong. China, until this very moment, still give 5% export Rebate on most of raw material exports, including zinc, magnesium, tin, antimony! Nonetheless this is a progress, since the export rebates were as high as 15%-20% before!

Coking coal still gets 15% export rebate now!

The export Rebates for coal, oil, natural gas, asphalt, lime, rare earth, cashmere, Charcoal, Crosstie, lumber have just got eliminated in mid-Sept. 2006! And before that, the export rebates were as high as 15%!

China has been so stupid that on the one hand, import millions of barrels of oil at high price, on the other, export own oil and natural gas and still gave out export rebates!
