The Prez. signs all the bills.

The ONLY way his thumbprint *isn't* on a spending item is if it's passed OVER his VETO.

(PS --- and, for the record --- *each* of Reagan's eight proposed budgets that he submitted to Congress for approval contained MORE bottom line spending [though sometimes only a modest percentage difference] then EACH of the budgets that were finally passed by Congress... and signed into law by Ronnie. So, don't give me any crap about him being fiscally parsimonious: he was a BIG, FAT BIG GOVERNMENT DEFICIT SPENDER... same as *most* of our modern Presidents.)
