Hemp contains delta-9-tetrahydrocannabinol (THC), which is the psychoactive ingredient found in hashish and marijuana. The THC levels in hemp are minute and have very little intoxicating effects.

Wisconsin was allowed to grow hemp during WWII. I just happened to live near an old hemp factory.

Trust me...the remnants of that old factory proved to many young people in the area that hemp does NOT have enough THC to get high on. ;-)
