I think Bush is way smarter than he behaves.

Smartness is not a one-dimensional trait.
Many times a savant trait is the result of one area of the brain being more pronounced than usual, but there is only so much space in the head and so other areas are short on resources. Bush Jr. has too much temporal lobe activity and that makes him prone to drug addictions as well as messianic voices and visions.
