If the government pays for the health care cost of the illegal immigrants than its the government subsidizing the workers, not the government or other companies subsidizing the companies who hire the illegal immigrants. If the government requires others to subsidize the cost and doesn't reimburse the money, then it is effectively taking from the others (presumably emergency rooms) and giving to the illegal immigrants. Of course hiring illegal immigrants is illegal, so the company is on the hook for violating the law.

Regarding the information you posted in Pelosi is there some way that she could be confronted with this to see what her defense is. A lot of times rumors abound about interests that persons in the government have that turn out to be bogus or that are misunderstood by interpretation. I don't believe in dishonesty on any one's part and wish we had access to asking questions about these sort of things..
