I agree. A sad footnote to that story is that Bush is even now flying to attend a multi-country trade conference there. He'd probably hoped to have a new trade agreement in hand, the Vietnamese certainly expected it, and thought it was a done deal. But the dead duck Republican congress scuttled it, as a last little bit of right wing spite on the way out.
