"We also need to talk about teeth. If we had an anti-corruption amendment added to the constitution and established the DOJ as an independant body of government (an additional dimension of check and balance), we could establish non-partisan oversite. But it would require a change in the DOJ structure."

Whoa, Nellie!! That's taking the origional idea in a whole new direction. I wasn't talking about a complete reformation of the entire structure of government. I was proposing a means of rating congress members on a number of factors. Corruption was a major part of it, but not the single biggest part. And the thought of an independent Dept. of Justice scares me right down to my toenails. IMO, the DOJ already has far too much power, with the FBI and the BATFE enforcement functions, not to mention their ability to appoint "special prosecutors" (read, "inquisitors") for special investigations. The idea of hoards of eager-beaver lawyers running amok looking for real or perceived infractions of "corruption rules" makes me shiver.

I'm more inclined to try to work within the system, rather than creating a new system.

As I mentioned earlier, the most likely way for such an idea to gain any national support would be for some maverick presidential candidate, like Steve Forbes or Ross Perot to latch on the idea and use the bully pulpit of their candidacy to promote the concept.

Maybe there should be some bumper stickers that say, "Where's the Oversight of Congress?"
