I quite agree that the issue is complex; however I'd be inclined to quarrel with your assumption that 100% goes to legitimate businesses. I would guess that some portion, if not a significant portion, goes outside the country to support other family members. I'd also be inclined to dispute the notion that the benefits of spending in legitimate business outweighs the cost to the overall system in other ways. For example, I doubt that the money is being spent on health insurance premiums. As a result, government is paying for health care.
