Investing is good, but it is not driven by the cost of capital.

I disagree unless you mean only that it isn't entirely driven by the cost of capital.

What's your opinion of Say's law?

Aside: Inflation discourages saving. Does saving reduce inflation?

Depends on what's done with the saved funds. I'm not sure there is a simple and reliably accurate answer to that question.
