Then why does the Presidential Oath say:

I do solemnly swear (or affirm) that I will faithfully execute the office of President of the United States, and will to the best of my ability, preserve, protect, and defend the Constitution of the United States.

The President's first priority, as stated in his oath, is to protect and defend the Constitution. To trade articles and ammendments for security is against the founding fathers wishes.
