Dumb question time: do the newly elected congress people participate in the vote for speaker? I don't think they've been sworn in yet, have they?

Or is the election just among the currently sitting congress people?

Apparently the light of day shone upon Abscam Murtha made him less palatable. This is a surprise though, I though the democrat party was the party of plausible deniability: "I did not inhale"; "I did not have sexual relations with that girl." "There was no controlling legal authority." etc.
