Due to a much improved gigabit to power ratio with all-optical, the illusion is created that demand for power is proportionally reduced. While this may hold true for the optoelectronic gear, quite the opposite is true for the larger environment that it serves. The increase in the available number gigabits that is enabled by the all-optical component drives a vastly increased amount of processing that needs to take place _outside _ of the all-optical realm. For example, compare a metallic T1's 1.544 Mbps to that of an optical system's 400 Gbps. One can imagine attaching a single, low-production server to the T1, whereas the all-optical WDM system has the potential to drive an entire data center's worth of mainframe servers and storage farms.

I skimmed through the pdf document that you cited and it looks vaguely familiar in content, if not the document, itself. I'll read it tomorrow with a clearer head. One notion that it evoked was that of installing server farms in areas where their heat could be tapped for productive purposes, and not necessarily within buildings that are normally considered "data centers" or even owned by the same parties who own them or the data being processed. Like a distributed heat grid that just happens to be processing data, oh, by the way, too. Think about that one for a moment or two, and then try telling me that I don't need some sleep ;)
