There was an expectation when GWBush was elected that his administration would have some of the foreign policy skill of his father's administration. There was some continuity with Colin Powel and Dick Cheney.

This expectation was also held to a large degree by the Democrats.

Colin Powell is gone, after extensive efforts to deflect the disaster, and Paul O'Neil is gone.
