You seem confused about the law. It is a FEDERAL CRIME for any private individual (not authorized by the US federal government, not acting on the behalf of the US government) to interfer in, or attempt to conduct, foreign policy with foreign nations. That is the exclusive purview of the government of the United States of America. (And, of course, Reagan and Bush in 1979 prior to winning the Presidential election... just as Kerry in the seventies also... were PRIVATE INDIVIDUALS.)
