I get your idea. I just don't know if it'd work. Maybe an experiment in some state would do it. I'd rather see an experiment take place in one state before its done nationwide.

I guess California is the best candidate.

If somebody made me king, I'd get rid of all drug laws and also cut off all funds for rehab.

I'm not sure that's a good idea for purely practical reasons. Some people are going to misuse drugs whether or not they are legal. Some fraction of that group can be helped by rehab. You probably save more money by avoiding the problems caused by these misusers of drugs then you spend on rehab.
