Provide the raw numbers, how they were obtained, who obtained them and when. Then provide the analysis that led to those conclusions. Then compare and contrast the relative efficiency and reliability of 'private' versus 'public' aid and the effects of government subsidies -- often but not exclusively in the form of tax breaks -- on private aid. Prove it. To make his point forcefully, Brooks admits he cut out a lot of qualifying information. That would make him a hack with an agenda.
