Bullshit. You have to provide a link for that. Clinton, for example, gained 5 seats. Reagan lost 5. Nixon lost a bunch, but that was because of Watergate. Ike lost a bunch, but that is because he signed the Civil Rights Act and sent the troops to Little Rock. There is no mystical large loss of seats in the 6th year of a presidency.
