They didn't bluff the voters. The voters are clear on the fact that neither side has a plan- polls have always been very clear on that. The voters were just so terribly angry with the republicans, it didn't matter who had a plan, because the voters are disgusted that the Bush Admin had a war that they deem was unncecessary.

I hope the dems wait to hear from the ISG before they put anything out there. The reps have put out several "plans" since the war's inception, and none of them have worked, and the situation has gotten much much worse. Interesting words from Kissinger tonight in that regard.
