If you want to keep the number constant, then you need to start with 1911 when the House size was fixed at 435. Why start with 1932? Oh, that is right, the numbers work out the way you want...

That also allows you to ignore more of those cases where the party of the president gained seats. Damned inconvenient those are. Better to make the sample small and capture as many outliers as possible. Which is why 1932 works.
