If one considers luck to be merely circumstances, then we certainly control our circumstances to a certain degree. If one means by "luck" the "random" chance which strikes people for good or bad, then it is probably a conceit to consider ourselves in control of it.

I consider living cautiously to be a living skill. I don't consider bad luck to be either praiseworthy or blameable because I consider luck as having a random character.

Perhaps we simply use the concept differently.
