Its simple logic - Kerry was part of the anti-war movement > that helped pressure the government to sign a peace accord sooner rather than later > that lead to the return of the POWs sooner rather than later. Logically, therefor, Kerry's actions expedite the return of POWs to America. Certainly you cannot deny Kerry's involvement with the anti-war movement.
