I agree with no exemptions, including age up to say 60 years old. The codgers (like me) could always do the desk work.

I think you use a lottery. Might have to do it by age category, and also sometimes do it by profession (if they need doctors, IT professionals, linguists, etc).

I think if they worked it that way just about everybody, from all walks of life, would at least know somebody that was serving. And have the risk of service themselves.
