Obviously it is not a violation if the admin choose to let him back on. What they say is ok, is ok, and what they choose not to follow up is clearly not, in their opinion, a violation of the TOU- which they are the final arbiters of. So we disagree- and since Win posts here with the knowledge of SI admin, I'd say you are posting something which is obviously incorrect (and of course posting things that are obviously incorrect is no violation, nor is making false statements about another poster, or doing just about anything else.)
