If you are going to enslave citizens with the draft, or compulsary service of some kind, the service for risking your life should be of greater value than planting tulips beside the highway. Personally, i think that the way to increase enlistment is to make it a way to climb the financial ladder with Free Education and extensive benefits particularly death and dismemberment benefits, but if a draft is implemented, Those who defend the country should not come out last, but first.
