Exactly!

To that, I'd add that --- in the event of *truly* broad-based crisis --- both groups are able to work together (each fearing being blamed by the public is they fail in the face of the challenge?), while the more partisan, narrow-based, ideological objectives of each bunch are unable to gain sufficient traction to be enacted into law.

EACH group's narrow, partisan objectives are checkmated by the opposition of the other group... and the result is that only government actions upon which a consensus can be built are effected.

So, less spending occurs, in general.
