Because it is possible to "have other priorities" when it comes to fighting a war. Yet those "with other priorities" are often the biggest proponents of sending the troops off on a whim. I have several nieces and nephews in the military, my family has a long tradition of military service. So "sending in the troops" means some of my relatives might be dodging bullets, although none are at the moment. So it is personal.

It helps keep things in perspective.
