It might have been a software flaw or 'feature' (deliberate or accidental), or it *might* have been a FAULTY BALLOT DESIGN (a too-long ballot, not paginated properly... which flows over the edge of the viewing screen)... or something else entirely.

I understand a few things:

1) that the actual ballot design was drawn up by *local* officials (i.e., not the responsibility of the voting machine company).

and,

2) this particular voting machine design itself is *impossible* to 'recount'... as it does not provide a separate audit trail.

In regard to that second condition, IMO any local official stupid enough to waste public money actually BUYING such a piece of crap... should be hung up by their thumbs in a town square and have weeks-old fruit thrown at them... because clearly they are either corrupt or else far TOO STUPID for office. (And, making error #1 doesn't exactly commend them for 'smarts', either.)
