And dodging it often carries a stigma to the point that many won't go through with it.

Now, having said that, I will say that I don't support a draft. I do support mandatory service with a choice of duties. If military is chosen, then the tour of duty would be similar to what is expected now. If, say, forest fire fighting is chosen, then it would be something like 5 years or X number of fires. Maybe some similar group with training for natural disaster relief or dealing with the aftermath of terrorism. And so on. I'd also incorporate the Harris Proposal which gives the servers something like th GI Bill for going to college.
