Assuming that he wanted little Al in the military to boost his campaign, all he had to do would be to get him to volunteer. The system would have seen that he got a assignment and his commander would see that he would be kept safe. All of that would have happened without pulling any strings at all. Which runs the risk of being found out and used as ammunition. Of course, if you weren't so stupid, you'd know that.
