I feel for your sister in law.

Gypsies are really bad in Rome and the best thing to do is avoid them (cross the street, change seats, make sure you don't stand next to them, etc.). All of these are rude by American standards but are a lot better than getting ripped off.

I was on a subway car and a gypsy women came in and sat down next to me. The Italian guy on the other side immediately and obviously stood up and moved away by the door. After a minute I did the same and she sat alone for the rest of the trip.

I usually buy a week pass for the Metro in a local store and keep it in my pants pocket along with a small amount of cash. My wallet and passport are hidden by layers of zippers and Velcro. So far I have been lucky.

Amsterdam and Washington DC are similar in that you have to be careful, but the pickpockets there usually try the spare change scam to get you to pull out your wallet for grabbing.
