Considering all the factors I've mentioned there is no way to know that for sure.

Quite the opposite. More transactions means less cost per transaction.


I think Medicare is already big enough that you wouldn't get significant new economies of scale, at least not enough to over come the average claim being smaller and the demand for more flexibility.
