I think the only people to blame here are the people who got the ball rolling- the Bush admin and their little helpers; the democrats who rolled over without a fight because they were afraid of being tarred as "soft" on "terror"; the press, for not pushing and pushing and pushing on this, again, because they were afraid of being seen as "soft" on "terror", and being seen as "unpatriotic"; and finally the bulk of the American people for not demanding better, and for being so poorly educated on world affairs that they are as easily manipulated as 8 year old children. There's plenty of blame to go around, and (imo) it all belongs here, in the good old US of A. The Iraqis are certainly responsible for not being able to step up and control the damage we did in Iraq, but anyone who knew anything about Iraq would have known it would be unlikely they would be able to do that. When you know someone has a terrible disability, let's say they have no legs, you don't (usually) put a ladder in front of them and tell them to climb. That doesn't mean everyone with no legs can't climb a ladder, some people with no legs will surprise you, but if they don't, are you going to blame them? Iraq was a country with no legs, and Mr. Bush thought it would be swell to make them climb a ladder. It's too bad they couldn't do it, but it's Mr. Bush's fault for creating the spectacle (and the "failure", which was really pretty much a foregone conclusion).
