of course! What's required is joint the WTO and export their way out of poverty! Which is what they are doing. Now want to help Vietnam? Tell EU and US to cut tariffs aon their exports. No country needs aid. Countries need trade. Aid is required in case of catastrophes like tasunami, earthquakes, fllods and such disater. Let Vietnam boom! Then there are those who argue that "ethnic" minorities should be left strictly alone, so that their culture is not corrupted by the dominant one. The road to hell is paved with good intentions. Just so there's no misunderstanding, I applaud your efforts to protect these people, who were more or less innocent bystanders caught in the crossfire of the American war in Vietnam. They were duped into helping the US, but can't really be blamed for their error.
