People have to be prepared to leave most of non sensitive infrastructure in place and design the thing like a major combat operation. Normally, it would talk a huge amount of advanced planning. We don't have that luxury. My advice would be to let the guys on the ground plan it - use the Pentagon only to support anything that they need...not the other way around. Pentagon's job is rapid planning for a deployment back the the US and Germany (existing bases)

And, plan on it being a chaotic mess. The goal is getting them to Kuwait...or even to southern Iraq. Define success as simply that and execute the plan.
