Exxon, just to name one company, has astroturfed several groups that turn out this type of stuff. It isn't intended to pass peer review, much of it won't, but to give the Shorties of this world something that seems scientific to wave around. When you ask if it has been peer reviewed they get huffy about massive conspiracies in the scientific community. It is a totally bizarre situation.
