That is covered by a Constitutional Amendment to put back what had been a gentleman's agreement when someone broke it.

So you are thinking along the lines of one term as Senator or four terms as Representative and then there would be a ten year moratorium on service?

The only problem is that the imperial Congress has to initiate a Constitutional Amendment. It would take a great deal of pressure to get their highnesses to submit to such a limit on their power.
