I agree, and I think the debt holders agree to. Just the thing that might have been needed for a upgrade in debt ratings.

SCT -- True Meaning of the Deal

What this deal does is eliminate the downside and minimize the upside to $12 near term. Buffett has done similar deals with financial-troubled companies. Buffet's equity infusion into WMB in 2002 stabilized the company. WMB was at $4-5 and is over $20 now. Please refer:
