By treating it like Alcoholism, and treating the disease not the symptom. Look at the ineffective way they are going after methamphetamine, the cure is simple, the will is not there.

If the government would actually start counting all the crimes that are done in the name of drugs and alcohol, and start charging the people who commit the crimes after the 3rd time in rehab, maybe people would be more serious about it.
