While I think that would be true, I don't seriously think Bush has any reason to worry that the US govt wouldn't protect him from extradition. But the fact is that the US does have extradition agreements with loads of countries out there. OTOH, conveniently, we did not sign the treaty of the International Criminal Court. Case closed.
