Then why did the head count reductions start with the very first budget that Clinton approved?

Gingrich didn't force Clinton to balance the budget, raise taxes to do it, cut the defense budget and create giant surpluses. In fact, he and Dick Armey wailed against Clinton's economic moves and predicted a second Great Depression.

However, the fact that the GOP controlled congress did force/enable Clinton to cut government spending in some areas more than he might have otherwise been able to. So despite Gingrich's opposition, he actually did a small bit of good before he was forced out on corruption charges.
