I don't know the answer, but wish I did. I see quite a few surveys on a quarterly basis of corporate public disclosures of production rates. These disclosures lag the quarter by a month or so. The financial houses (eg Raymond James) use them in part (or whole) to compile their production estimates. Maybe EIA does as well.

I think the Texas RRC gets numbers out fairly quickly, but they are certainly subject to revision.
