Thanks, Sandy, the site claims that the lines date back to the 1600's. "The first line dates back to 1670 when it was published as an English Proverb in John Ray's "Collection of Proverbs". The first known publication was in James Halliwell's "Nursery Rhymes of England" in 1844."

Nothing says that Napoleon didn't appropriate it as his own, and repeat, for effect. After all, 1769 to 1821 puts Napoleon in the period before wide publication of the paired line.

(Wouldn't be the first Dictator/Monarch/Publicity Hound or CEO to want to spruce up the wittiness of his public pronouncements! :-)

(PS --- Google shows that this quote has been turned into song lyrics by many artists --- Brian Adams (Sweeney Todd), Spin Doctors, Claire Lynch, Kenny Rogers, Jim Ed Brown, Lorna Vallings, Kathy Hussey, David Baerwald, etc. --- even a musical, LOL!)
