This is a matter of debate. John Adams thought a President could be impeached for anything the Congress determined was a "high crime or misdemeanor". After all, Congress does MAKE the laws. There's a good discussion of it in the Federalist Papers.

If having an incompetent out-of-control President that is stubbornly dragging the entire world into the shit isn't a "high crime or misdemeanor", what IS?

Probably. On season 2 of '24' the cabinet invoked article 25 of the constitution and voted to remove the President because he was deemed (I forget the exact wording) unable to perform his duties. So the Congress or electorate probably can't remove him without impeachment, but Bush's own cabinet probably could (if '24' is correct).
