Apparently it isn't. In many ways this discussion is similar to the one on evolution. While the bulk of scientific consensus is on the "pro" side, there is a great deal of discussion on the details. The "anti" side takes the fact there is a discussion, takes parts of those discussion out of context, and presents the meme that the scientists can't agree so their "anti" viewpoint should be taken on the same footing.
