Since 100k a month are leaving without our help, I think they might take our assistance - as long as we didn't offer to send them to the Congo... Survival has to look better than being hunted down and killed by your former neighbors- at least to many people. Obviously it won't be possible to help people who don't want to believe that a holocaust is possible. I see it as akin to being able to help the Jews leave Germany before the Holocaust began. If you can try to help, you should. If people don't take advantage of your help, that's their choice.
