More like the sudden realization that the car is already sliding sideways down the road instead of rolling smoothly with four wheels in line. Big oopsie. Time for some damage control and recovery ASAP.

The driver,imo, should have known better. But that being said, there are some things we can do. We should be starting right now to do something to prevent genocide if the civil war heats up more. I am sure there are protocols developed in other situtations analogous to this one- as I recall there were bastion-type compounds in Africa, where the UN tried to protect civilians, as well as quick ways to move, feed, and house, fleeing civilian populations efficiently. I hope our military is contemplating such missions, and if they are not, why the hell aren't they?
