If you don't expect AMD's margins to improve then what is your investment strategy? Short AMD? Wait to buy AMD when it is cheap and hope it rebounds later?

My guess is neither and I assume you are long Intel and don't plan any significant investment in AMD. Stable margins with lower costs means AMD lower prices. Are lower AMD prices and a significant increase in AMD capacity necessarily good news for an Intel long? Or might that prolong the Intel share price malaise?

The clock speeds that are announced, where do AMD's 65 nm parts compare to Intel's in performance ? Like D9xx ? Or Core2 E6400 ? E6600 ? E6700 ?

The 65-nm 5000+ should be a superior chip to the D9xx cores in performance and is close to the E6400, but not a match for the E6600 and above.
